The Ministry of Industry and Trade proposes to unite online stores and brick-and-mortar stores into a single self-regulatory organization (SRO)

Marketplaces will be able to enter into agency agreements with retail chains for the sale of goods.

This was announced by the Minister of Industry and Trade, Anton Alikhanov, as he unveiled the creation of a unified self-regulatory institution to integrate online and offline trade.

The main goal of the new model is to "eliminate existing imbalances and legislative gaps" in the field of trade regulation. The plan includes abolishing outdated requirements, specifically, the elimination of the trade operations registry.

"The goal is to form a universal self-regulatory mechanism involving retail chains, suppliers, digital platforms, and relevant government agencies. It will serve as a foundation for developing unified voluntary standards for business ethics and dispute resolution procedures," explained Anton Alikhanov.

A separate innovation will be permission for digital platforms that are part of the same corporate group as a retail chain to enter into agency contracts for the sale of food products. Currently, marketplaces are required to purchase goods outright, with no option for an agency model.

Concurrently, owners of parcel pickup points (PPPs) will be allowed to operate on a multi-brand principle. This means they will have the right to handle parcels from any online platform with which they have a corresponding agreement.
